After years of hard work and project alterations, the Tahoe Biltmore redevelopment project was approved 12-2 Wednesday, April 27th by the Tahoe Regional Planning Agency governing board.

The four year process was brought to a close in a 12 hour meeting at the North Tahoe Event Center, where many public officials, private business owners and residents convened to passionately express opinions during the session.

Over the last three years, the Boulder Bay team has met with hundreds of local community members and stakeholders.

These meetings have contributed lots of great input and ideas and we thank you for your contributions.

The first incorporation of these ideas came in May of 2009 when we reinvented our project as follows: redesigning of the architecture, elimination of all timeshare elements, removal of an entire floor from 7 of the 8 buildings, reduction of the total unit count by 10% (-42 units), reduction of the total retail space by 25% and the reduction of the total floor area by 20%.

As we prepare for our final approval hearings, we are extremely proud to announce our final round of project changes aimed at significantly improving the environmental and community benefits of the project.

Additional revisions, made over the past few months, are as follows:

  • Removed another floor from the buildings along Hwy 28 (Buildings G &H). Height and mass of will be reduced by an additional 20%
  • Reduced unit count by an additional 25 hotel rooms and retail square footage by 10% 
  • Boulder Bay has committed to providing TRPA evidence of adequate construction financing to complete the project prior to breaking ground.
  • Implementation of parking management and incentive programs to discourage the use of cars.
  • A portion of our affordable housing program will adopt a program, advocated by the League to Save Lake Tahoe, whereby preexisting housing stock will be renovated and deed restricted in the local area.
  • We will form a community communication and advisory council to provide maximum transparency during construction and on going operation
  • We have also committed to securing Completion Bonds for all water quality BMP's  
  • Committed to securing Operation and Maintenance Bonds for all water quality BMP's

All of these changes will be irrevocably committed to in the TRPA conditions of permit approval.

The final EIS document for the Boulder Bay Redevelopment project was released September 8, 2010.

Here is a list of objectives for the proposed Boulder Bay Project established in February, 2007:

  • Establish a unique character for the Crystal Bay community
  • Creation of a true destination resort experience
  • Development of retail and tourist amenities in a village environment
  • Create a pedestrian and multimodal transportation hubs
  • Create a streetscape and improve the scenic quality of Hwy 28
  • Enhance walkability and improve pedestrian safety & traffic flow
  • Create view corridors to the lake and mountains
  • Reduce visibility of parking areas
  • Placement of buildings for better energy conservation
  • Reduce the amount of impervious surface and improve water quality attributes
  • Connect the site to all possible recreation opportunities
